It can feel overwhelming for installations and facilities to understand, navigate, and comply with the various Executive Orders, and federal and departmental policies, procedures, and guidance documents related to energy sustainability and resilience. This is further complicated by internal capacity gaps, lags in both technology and industry capacity, and perceived lags in funding to achieve the stated federal sustainability goals. This session will offer a high-level overview of the overarching framework, and the process by which the requirements outlined in the executive orders are being rolled out, operationalized, and funded at the facility- and installation-level.

Lindsey Falasca, Director for Net Zero Federal Buildings, White House Council on Environmental Quality  

Lindsey Falasca is the Director for Net-Zero Federal Buildings at the White House Council on Environmental Quality in the Office of the Federal Chief Sustainability Officer. Her role is to support implementation of the Biden Administration's efforts to achieve a net-zero emissions Federal building portfolio by 2045, including a 50% reduction by 2032. Previously, Lindsey was the inaugural Director of Washington DC's Building Innovation Hub, a program of the Institute for Market Transformation. The Hub provides critical hands-on assistance to building industry professionals as they work to reduce their greenhouse gas emissions to meet DC's ambitious climate and green building goals. Previously, Falasca spent over a decade working as a commercial architect. She holds a bachelor's of science degree in architecture from the University of Maryland and master's degrees in architecture and sustainable design from the Catholic University of America. She is a Registered Architect and LEED BD+C Accredited.

Kirk Phillips, Director, Air Force Office of Energy Assurance, Air Force Civil Engineer Center, Office of Energy Assurance  

Kirk A. Phillips is the Director, Air Force Office of Energy Assurance (OEA). OEA serves as the integrator of energy and water resilience efforts by ensuring projects align with installation needs and with the three goals of the Department of the Air Force (DAF) Installation Energy Strategic Plan - identify enabling system vulnerabilities, improve resilience planning, and ensure resilience results. Prior to his current position, Kirk was the Health Safety and Environmental Practice Leader and Vice President at LJB Inc. and worked as a thought leader with the American Industrial Hygiene Association on Total Exposure Health. In 2018, he retired as the BSC Associate Chief for Bioenvironmental Engineering in the Office of the Air Force Surgeon General. As a Colonel in the Air Force, Kirk was the Director of Policy and Programs for the Deputy Assistant Secretary of the Air Force for Environment, Safety and Occupational Health.

Caroline D'Angelo, Acting Chief Sustainability Officer, Department of State  

Caroline D'Angelo is the Acting Chief Sustainability Officer (CSO) for the U.S. Department of State, with a global footprint of 22,000 facilities, 80,000 personnel and 13,000 vehicles. She is a serial intrapreneur and has developed transformative efforts to make the Department more environmentally friendly, reach net-zero emissions, and resilient to climate change. Caroline oversees innovative programs like the global Air Quality Monitoring, the ZephAir mobile app, carbon accounting, and clean energy projects. Caroline develops internal and external partnerships at all levels to drive progress and lead by example. She supports 130+ Green Teams at embassies worldwide. Caroline joined the Department in 2013 as a Presidential Management Fellow. She has done assignments overseas and at the White House Council on Environmental Quality. Caroline holds a bachelor's degree in religious studies from the University of Virginia and a master's in environmental studies from the University of Pennsylvania.
