Jacob Vigil, Branch Chief, Defense Logistics Agency Energy  

Mr. Jacob H. Vigil is a Branch Chief and Supervising Contracting Officer for the Electricity, Renewables, and ESPC Branch for the Defense Logistics Agency Energy (DLA Energy). In this role he is responsible for the administration and award of ESPCs and UESCs on behalf of a Military Service. He currently manages a portfolio of several world-wide comprehensive fence-to-fence projects. Mr. Vigil is certified in Contracting at Level III under the Defense Acquisition Workforce Improvement Act, holds an unlimited Contracting Officer's Warrant, and is a member of the Defense Acquisition Corps.

Nick Kyriakidis, Contracting Officer, Department of Veteran's Affairs  

Nick Kyriakidis is a contracting officer with the Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC) Energy Efficiency Team (EET). Nick is currently the CO on a mix of 11 Utility Energy Service Contracts (UESC) and Energy Savings Performance Contracts (ESPC) across the VA in all phases of the process. Nick is the contract specialist and CO on the VA's SDVOSB Energy Savings IDIQ that was awarded with a 750 Million Dollar ceiling. This IDIQ is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) and the only one of its kind. He has worked for the Department of Justice, United States Air Force Air Force Material Command, and Air Force Research Labs. Programs he has worked on range from top secret programs with the Republic of Korea, to research and development of Fixed Wing and Battery technologies, to several major weapon system platforms.

Lisa Steenburn, Senior Contracting Officer, Engineering and Support Center, U.S. Army Corps of Engineers, Department of Defense  

Mrs. Lisa Steenburn is the Senior Contracting Officer and Subject Matter Expert over the Third Party Financed Programs within the Energy Division at the US Army Corps of Engineers, Engineering & Support Center, Huntsville. Prior to coming to the Huntsville Center, she worked for Holston Army Ammunition Plant, USACE Jacksonville District, NAVFAC SE, and the TN National Guard HQ. Mrs. Steenburn has extensive knowledge and experience developing, soliciting, negotiating, awarding, and managing energy savings performance contracts and construction contracts. She is an instructor for USACE's Services and Construction Contract Admin Courses. Prior to becoming a DoD Civilian, she spent 25-years in the US Air Force managing and overseeing various Civil Engineering projects. She holds an Unlimited Contracting Officer's Warrant, NCMA Certified Federal Contracts Manager (CFCM) Certification, BOMI Certification in Facilities Management, Master's in Business Administration (MBA), Bachelor's in Engineering and Accounting, and an Associates in Logistics and Emergency Management.

Heidi Johnson, Contracting Officer, Contracts Manager, General Services Administration  

Heidi Johnson is the Contracts Manager for the Energy Savings Contracts Branch, Energy Division of the General Services Administration (GSA), Public Buildings Service (PBS). Ms. Johnson is the acquisition subject matter expert for Energy Savings Performance Contracts (ESPC) advising PBS on internal acquisition policy as it relates to performance contracts including Utility Energy Service Contracts and Energy Sales Agreements. In addition, she serves as a Procuring Contracting Officer for the National Deep Energy Retrofit (NDER) Program. Heidi has 23 years of service working in multiple divisions within GSA, 15 of those years are in acquisition as a warranted contracting officer with a variety of experience working on all types of contracts.
