This session outlines options for using performance contracting to meet EISA 432's requirement for energy and water audits and the implementation of measures using performance contracts. Speakers will provide a brief overview of the EISA 432's requirements and compare the various performance contracting mechanisms, and cover the use of partnerships on federal projects. The session reviews various contracting options like energy savings performance contracts, utility energy service contracts, ENABLE, and more. It will also showcase examples of projects from industry experts who have executed performance contracts while addressing compliance with the Buy American Act. Lastly, attendees will learn about the tools and training available from FEMP on how to begin the process of initiating a performance contract.

Kurmit Rockwell, ESPC Program Manager, Federal Energy Management Program, Department of Energy  

Kurmit serves as the Performance Contracting team lead as the Contracting Officer's representative for the four generations of DOE ESPC IDIQ contracts. He helps FEMP's performance contracting team coordination services, tools, and resources needed to assist agencies with implementing successful performance contracts to achieve the requirements and goals of EA2020, EO14057, and the Climate Smart Building Initiative. Over a career spanning more than 30 years, Kurmit's work has included many aspects of ESPC and UESC project development, implementation, and performance for federal, state, and local governments.

Joe Vitella, Division Director of Energy and Project Implementation, Ameresco  

Mr. Vitella, an accomplished engineer and energy efficiency professional, has developed over $800M in successful energy savings performance contracts over the past decade. He is a recognized industry expert in Distributed Energy Resources (DER), performance contracting, ESPCs, Energy Efficiency, Measurement & Verification, and Engineering and Construction Management. Currently serving as Division Director of Energy and Project Implementation at Ameresco, he oversees the federal engineering team, managing development, design, construction, and commissioning. With extensive experience in diverse building types and facilities, including historically and governmentally significant structures, Mr. Vitella has provided engineering, design, and construction services for various agencies such as the DoD, USDA, Air Force, Army, Navy, DLA, GSA, and Federal Bureau of Prisons. A licensed professional mechanical engineer in seven states and a certified energy manager, he holds a bachelor's and master's degree in mechanical engineering from Lehigh University, along with an MBA focusing on managing technical professionals.

Dean Yobs, Task Order Manager, Schneider Electric  

Mr. Yobs is a Lead Business Developer and Task Order Manager for the Schneider Electric Federal Sustainability Business. He has almost three decades of experience in federal performance contracting on a global scale, specializing in the development, negotiation, execution, and performance of energy and resilience task orders across multiple agencies, utilizing primarily ESPC and UESC contract vehicles. With a strong background in energy management, utility operations, and project development, Dean has helped to position his teams at Schneider Electric as trusted advisors and innovative problem solvers over the last fourteen years. Dean holds a bachelor's degree in electrical engineering with a minor in marketing from The Georgia Institute of Technology and is an active member of SAME.
