Utility Open House for Federal Customers - Oklahoma Gas & Electric  

Tracy Niro is the Utility Program manager at the U.S. Department of Energy's (DOE) Federal Energy Management Program (FEMP). Tracy is a recognized expert in energy policy, federal utility service contracting, and utility energy service contracts. She also oversees electric and natural gas utility acquisitions for DOE sites nationwide and serves as the chair of the Federal Utility Partnership Working Group. Tracy was a 2009 Presidential Management Fellow, has completed detail assignments to the White House Council on Environmental Quality and the International Energy Agency, and was awarded a Fulbright Professional Scholarship to conduct energy research in Australia. Tracy began her career as a staff accountant for an investor-owned utility and has 20 years of experience in the energy industry including past experience leading the DOE FEMP Power Purchase Agreement Program and serving as coordinator for floating offshore wind regulation in Hawaii at the Bureau of Ocean Energy Management. She holds a Bachelor of Arts in economics from the University of Nevada, Las Vegas, earned her Juris Doctor from the University of San Diego School of Law.

Ethan Epstein is the Program Manager and Technical Lead for the Federal Energy Management Program's (FEMP) resilience program. At FEMP, Ethan works with both the National Renewable Energy Laboratory (NREL) and the Pacific Northwest National Laboratory (PNNL) to provide federal facilities with technical assistance and develop resources and tools focused around energy/water resilience and climate change. This includes developing strategies to integrate various programmatic efforts including but not limited to climate adaptation, mitigation and resilience, decarbonization, resilience quantification, and resilience planning.

Jason Koman is an Energy Technology Program Specialist at the Department of Energy's (DOE) Federal Energy Management Program (FEMP). He leads FEMP's work focused on Grid-Integrated Efficient Buildings (GEBs), water sustainability and resilience, and cybersecurity. Jason began his career in the non-profit space with the Clinton Foundation as a global program manager for energy efficient, low carbon buildings. Moving into the private sector as a consultant to the US Department of Energy during the Obama and Trump administrations, Jason rose to the role of managing director at RE Tech Advisors, leading a team of 30+ consultants to deliver sustainability programs for the US EPA and DOE. Jason decided to return to DOE in 2021 to focus on decarbonizing federal government infrastructure and helping agencies meet their sustainability goals under the Biden administration. He holds a Bachelor's in Public Policy from Trinity College, Hartford and a Master's in Public Policy from the University of California, Berkeley.

Billie Holecek has worked as a research associate at Lawrence Berkeley National Laboratory since 2020. She helps support federal agencies by providing technical and procurement guidance for the adoption of distributed energy resources. She also works to support both federal and state offices to provide support for their energy-efficient product procurement efforts. Billie attended the SUNY College of Environmental Science and Forestry where she obtained a Bachelor's of Science in sustainable energy management.

Nichole Liebov is a program manager at the U.S. Department of Energy's Federal Energy Management Program (FEMP). She leads the Distributed Energy and Energy Procurement program and the Performance Contracting National Resource Center. The Distributed Energy program supports federal agencies in identifying and implementing on-site projects and off-site procurement options by providing technical assistance and trainings and developing tools and resources. She also leads the interagency Renewable Energy Working Group. Prior to her current role, Nichole joined FEMP as a AAAS Science & Technology Policy Fellow, where she supported federal agencies' resilience and distributed energy needs. Nichole holds a B.S. in Chemistry from the University of Georgia and a Ph.D. in Inorganic Chemistry from the University of Virginia.

Ebony Atkinson is the GSA Public Utility Services Branch Chief and Contracting Officer for the GSA's Natural Gas Acquisition and Areawide Program. Under the Public Utility Services Branch, Mrs. Atkinson also oversees the Utility Delegations Program. Mrs. Atkinson's work involves providing client agencies with natural gas supply, access and ease of ordering and managing utility services (i.e., electricity, natural gas, water, wastewater, and steam), and providing access to unique energy procurement and contracting expertise. Over the past 13 years, she has led and supported energy and acquisition programs while providing contract management and technical support to government clients. She received a Bachelor of Arts degree in English Art and Education from the University of Maryland Eastern Shore.

Christine Woodworth serves as Vice President - Marketing and Communications for OG&E. Woodworth earned a Bachelor of Science degree from Florida State University and a Master of Business Administration from Oklahoma City University. Woodworth is involved with numerous community organizations and serves on the boards of Angels Foster Family Network Oklahoma, Downtown OKC, Edmond Public Schools Foundation, and Girl Scouts of Western Oklahoma.

Cristina Fernandez McQuistion serves as Vice President - Corporate Responsibility and Stewardship for OGE Energy Corp. and OG&E. McQuistion earned a bachelor's degree from Brown University and a Master of Business Administration degree from Stanford University Graduate School of Business. McQuistion serves on the boards of the Foundation for Oklahoma City Public Schools, where she co- leads the Mission Driven Committee, and John Rex Downtown Charter School. She also serves on the University of Idaho's Energy Executive Course Advisory Committee.

Jessica King serves as Manager of Energy Efficiency and Customer Programs for OG&E. King earned a bachelor's degree of Management and Ethics from Mid-America Christian University and a master's degree of Energy Management from Oklahoma Baptist University. King oversees the design and implementation of OG&E's commercial and residential customer efficiency and demand response programs in both Oklahoma and Arkansas. In this role, Jessica coordinates closely with individual program delivery teams, OG&E's research and development lab, executive leadership, community organizations, and others to develop and deliver market-leading customer programs. Prior to this role, Jessica managed the operations center for OG&E's SmartHours Program, producing a perspective deeply rooted in customer experience.

Jeannette Staden serves as Senior Energy Efficiency Program Manager for Commercial customers within the OG&E territory. Jeannette earned a bachelor's degree in Business Management with a minor in Ethics from Mid-America Christian University. Staden specializes in creating opportunities to improve Energy Efficiency for commercial customers. This includes perspective on business strategies, organizational development, behavioral and operational changes, corporate sustainability and education and development. Jeannette has 13+ years of experience with OG&E, with the last 5 years focused on commercial customers, providing opportunities for improvements in energy efficiency and cost-savings on monthly bills.

LaDee Nichols serves as Expert Business Strategy Analyst for OG&E. Nichols earned a master's degree in Applied Economics from Oklahoma State University and 25 years of experience in various industries. Nichols has a track record of delivering data-driven insights that drive business growth and innovation. Currently LaDee is responsible for developing the Transportation Electrification Plan and supporting various initiatives related to electric vehicles, clean energy, and new product development.

Bobby Shaffer serves as Manager of Asset Management for OG&E. Shaffer earned a Bachelor of Science degree in Electrical Engineering from Oklahoma State University and a master's degree in Industrial Engineering with a focus on Reliability from the University of Oklahoma. He joined OG&E in January of 2015 as a Senior Engineer in Asset Management. In 2019, He became the Manager of Asset Management leading a team of engineers and analysts that plan and prepare inspections to the OG&E system, and asset lifecycle replacements. Prior to his career at OG&E, Shaffer worked at Tinker Air Force Base for 13 years in several engineering positions.

Jared Tumlison serves as Manager of the Tinker Operations team based at Tinker Air Force Base. Tumlison earned a Bachelor's and Master of Science degree in Electrical Engineering from the University of Arkansas. The Tinker Operations team is responsible for operations, maintenance, and outage response on Tinker Air Force Base in support of OG&E's Utility Privatization Contract. Jared has worked at OG&E for 14 years in a wide range of roles including Distribution Design, Transmission Planning, Substation Maintenance, System Protection and Control, and Power Quality and Reliability.

Mike Maimo serves as Senior Manager of Business Development, Sales, and Customer Operations for OG&E. Maimo earned a Bachelor of Science degree in Industrial Engineering from the University of Miami with 40+ years expertise in the electric utility industry having held management positions for 2 IOUs and 1 Municipal system, along with 2 T&D partner contractors. Experience across numerous disciplines including T&D engineering, planning and design, project management, construction, field restoration, contractor management, and supply chain with both front line and leadership roles across these disciplines. Experience includes customer operations both front line and management leading business development efforts including renewable energy sales and leading account executives for various customer/industry segment types.

Gwin Cash serves as Manager of Pricing and Rate Administration for OG&E. Cash earned a Bachelor of Science degree in Applied Mathematics with a specialization in computing from the University of California Los Angeles. Gwin Cash began his career at OG&E over 22 years ago. Since joining the Company, he has been employed in various positions including work as a Senior Business analyst in the Sales & Customer Support department and Workforce Analyst in the Customer Service department and Sales. Cash has been employed in the regulatory department since January of 2015 where he has carried various responsibilities including Cost of Service and Rate Administration.

Michelle Rodriguez-Pico serves as Business Development Manager for OG&E mayor federal accounts with 17+ years in the utility industry. Rodriguez-Pico earned a Bachelor of Science in Mechanical Engineering from the University of Oklahoma and Master of Business Administration with focus on Leadership from the University of Central Oklahoma. As an Energy leader, Michelle has worked with multiple federal agencies implementing Utility Energy Service contracts, MILCON projects, commodity contracts (AWC), and partnering with agencies for grant entities such as ESTCP and AFFECT. Prior to her current role, Michelle worked in a wide range of engineering roles including Power Plant Process and Maintenance, Wind Turbine engineer, Manager Renewable Energy, Lead Performance Improvement consultant, Lead Project Manager, Expert Product Innovation and Execution Manager and Expert Account Manager.
