This session will address several fundamental metrics and definitions used when addressing energy and emissions issues. The topics will include: the difference between Net Zero Energy and Net Zero Emissions, an explanation of the difference between Scope 1, 2 and 3 emissions, and how are each measured, and a brief overview of the reduction standards for each type of energy and emissions.

Instructors

Bobby Wager, Mechanical Engineer, General Services Administration, Office of Architecture and Engineering  

Bobby is a mechanical engineer with GSA's Office of Architecture and Engineering, where he has led initiatives on net zero energy feasibility. He is motivated by conversations around decarbonization and exploring new technologies that will help achieve industry electrification and sustainability goals. Prior to joining GSA, he was a consultant at the firm Jaros, Baum & Bolles (JB&B) Consulting Engineers for 10 years, working on office, cultural, transit and healthcare projects in the NYC area. Bobby earned a Bachelor of Science in Mechanical Engineering Technology from Northeastern University.

David Wagner, Director of the Energy, Environment, and Fleet Service, Veterans Affairs  

David Wagner is the director of the Energy, Environment, and Fleet Service at the U.S. Department of Veterans Affairs. His office is responsible for ensuring compliance with federal laws, regulations, and executive orders; policy creation; and the coordination of numerous programs related to federal sustainability, performance contracting, environmental compliance, and fleet operations. In 2021 he served as Director of Federal Buildings for the White House Council on Environmental Quality, leading an inter-agency sprint team to draft portions of Executive Order 14057 on sustainable federal operations. Before joining the VA David was an officer in the Air Force. He lives in Pennsylvania with his wife Anne and daughter Elena.

Smita Gupta, Director, Federal Facility Decarbonization, White House Council on Environmental Quality  

Smita is the Director for Federal Facility Decarbonization at the White House, Council on Environmental Quality where she works on coordination, planning, and implementation activities and advance sustainability across the Federal building portfolio primarily in support of EO 14057. She is currently on detail from New Buildings Institute, where she has been Director for Building Innovation. Smita has been involved in building energy policy, programs, technology and research for over 25 years. She worked at the California Energy Commission in the Title 24 Building Standards office and the statewide solar incentive program. She also worked in private industry at Itron, in energy consulting and product management for the DR controls platform behind the meter optimization analytics. During her time at Itron she managed the California Solar Initiative's RD&D program focused on grid integration of high penetration solar. Smita is a LEED AP with degrees in Architecture and Building Science.
