This session will discuss long-term benefits of zero-emission vehicle (ZEV) transition. ZEV transformations are complex, but not impossible, when you work and build key partnerships. We'll explore strategies of fleet ZEV transition through planning, public and private partnerships, and policy development. We will emphasize elements of success through the use of pilot programs, small scale rollouts, and other technical demonstrations to engage employees and build agency confidence.

Instructors

Cabell Hodge, Manager, Analysis of Vehicle and Infrastructure Deployment (AVID), National Renewable Energy Laboratory  

Cabell Hodge is the Manager for the Analysis of Vehicle and Infrastructure Deployment (AVID) Group. He joined NREL in 2016 as the Federal Fleet Project Leader where he supported the deployment of electric vehicles and efficiency improvements in the federal fleet for seven years. Cabell and his group develop analytical frameworks to support fleet and facility managers as well as other decision-makers on optimal vehicle technologies, charging station requirements and costs, energy and environmental justice improvements, and policies that can drive the transformation to a cleaner, more equitable transportation system. Cabell worked at the Colorado Energy Office prior to joining NREL developing programs and policies to enable the adoption of clean transportation. He earned a J.D. and Graduate Energy Certificate from the University of Colorado as well as a bachelor's degree in economics from Syracuse University.

Ryan Gardner, VISN 21 Healthcare Engineer, Department of Veterans Affairs - Healthcare Administration  

Ryan Gardner is currently a Regional Energy and Fleet Program Manager for Veterans Health Administration (VHA). He advises engineers and program managers on VA energy and fleet policies, programs, and goals in the largest region in the VHA, stretching from Nevada in the east, through Northern California, and into the Pacific. He collaborates with VHA, VA, and other federal leadership to develop solutions that benefit the organization and our Veterans. A Combat Veteran himself, he is honored to continue to serve this community and pay it forward for the next generation of Veterans. In his spare time, he likes travelling with his wife and three kids, long walks on exotic beaches, and making waffles on Saturday mornings. His favorite food is coffee. He has a bachelor's degree in mechanical engineering from the US Military Academy and a Master of Public Administration degree from the University of Arizona.

  • Identify goals detailed in Executive Order 14057 and Implementation Guidance, as they relate to electric vehicle fleets, transitioning to electric charging, and charging infrastructure deployment on federal facilities;
  • Recognize strategies, processes, and tools available to transition their fleet to zero emissions vehicles;
  • Recognize the challenges involved with overall EV adoption;
  • Identify evolving advancements of managed charging, available telematics, and on-board technology.
