Join us for a "101" session that delves into the world of zero-emission vehicle (ZEV) terminology and explores the foundational aspects of transitioning federal government fleets to ZEVs and building out a charging infrastructure network. This session aims to equip attendees with a basic understanding of the fundamental considerations involved in the transition of federal government vehicle fleets. Highlights will include: decoding ZEV terminology and concepts; summarizing the advantages of ZEV fleet transition for government agencies; introduction to funding and financing options available to support ZEV and charging infrastructure procurement; policy, regulatory, and goals landscape; and planning and implementation considerations to keep in mind throughout the transition. Join us as we unravel the jargon of electric mobility and lay the groundwork for a successful ZEV fleet transition for federal government agencies.

Instructors

Lisa Wheatley, Program Analyst, GSA Fleet  

Lisa Wheatley works for the General Services Administration in GSA Fleet on the Zero Emission Vehicle Team within the Office of Fleet Management. Prior to this role she supported customer agencies in the Pittsburgh area on fleet-related needs to include acquisition, operations, acquisition and billing. Lisa is an expert at helping agencies with their fleet needs and preparing them to meet the acquisition goals laid out in Executive Order 14057. Lisa has developed ZEV-related training as well as marketing materials for GSA's EVSE blanket purchase agreement aiming to help connect agencies with charging station providers which will accelerate federal fleet electrification. Lisa has a Masters of Public Management from Carnegie Mellon University and a Bachelor of Science in Economics from the University of Tennessee at Chattanooga.

Casey Crandell, Deputy Director, Federal Fleet Sustainability, Council on Environmental Quality, Executive Office of the President  

Casey serves as Director for Federal Fleet Sustainability at the White House Council on Environmental Quality, where he has worked since 2020 leading numerous government-wide initiatives aimed at electrifying the federal fleet - the largest vehicle fleet in the world. Prior to CEQ he worked on the General Services Administration's Alternative Fuel Vehicle team, which he joined in 2016 through GSA's Emerging Leader's program. He has also worked on sustainability issues at the State Department, non-profits, private companies. Casey focused on environmental and energy issues while attending American University's College of Law in the evenings, where he earned his JD in 2022, shortly before joining the Maryland State Bar. He also earned a graduate degree in Environmental Science and a graduate degree in Public Affairs from Indiana University, and his bachelor's from the University of Arizona.

Matt Bianco, President, Fedway Consulting  

Matt Bianco is President of FedWay Consulting. He has worked on various technologies with Federal Agencies dating back to 2003. From 2014-2019, Matt worked for ChargePoint where he oversaw federal accounts and federal programs. Matt has become an industry thought leader and key part of starting these programs with over 100 Military, Civilian, and Intelligence Agencies. Since 2019, he has assisted federal agencies implement EV charging technology, including matching appropriate hardware the appropriate approach to the installation of these stations. Matt has also worked closely with GSA Fleet on three Blanket Purchase Agreements dating back to 2014. Matt has implemented stations/programs for Agencies for both Fleet EV's-Government Owned Vehicles and Personally Owned Vehicles on Federal sites and has become a thought leader on the implementation of EV charging stations/programs that align with FAST Act. Matt is also heavily involved in the requirement for FedRAMP compliant EV charging technology.
